Kirk Nemshick is the Global Head of The Data Management Center of Excellence. Kirk’s team supports the governance of Investment data across the Vanguard Enterprise. This is a newly formed department which is designing new processes to integrate data governance within the Global Investment Data Management organization. Vanguard has more than 20 million investors in about 170 countries as of Dec 31 2018. 

Prior to this role Kirk lead a data governance team that supported the Investment Product and Account, International, and Finance groups.  In addition to his leadership with these domains, Kirk led the data governance technology program, emerging data quality, and metadata management programs. The team was recognized by the Industry Association of Privacy professionals in 2015 with the Privacy Innovation Award, and Vanguard received recognition from the Data Governance Professional Association for best in class program in 2017. 

Kirk has worked in the non-profit industry for nine years as an Assistant Treasurer and has worked in a variety of Vanguard roles managing business operations groups and has lead corporate wide Information Technology project initiatives.  In addition to his bachelor’s degree, Kirk is a Certified Six Sigma Black Belt.

In addition to his background at an academic medical center, Mike Ostrander was also CTO/CIO of a health care data warehousing startup which was acquired by Health Catalyst in 2015.

Cynthia Parsons has been in the Insurance industry for 35 years. She has been engaged in Data Governance since 2004 - started "grass roots" effort at Nationwide. She played a key role in the incorporation of Data Governance into Finance, through the development of a Shared Services model. She created the first fully functioning Enterprise wide Data Stewardship council to represent Finance interests across the company. In 2014, she became a member of the Enterprise Data Governance Team reporting up to the Chief Data Officer. As a member of the Enterprise Data Governance Team, Cynthia has had oversight of several domain data governance teams providing assistance for both run and build operations. Currently, Cynthia is leading the effort to refresh the enterprise maturity model and the process design for quality assurance rollout in Q2 2019.

David Plotkin

David Plotkin is the Director of Metadata Services at a large financial services institution, directing metadata activity in support of data management, including implementing data governance and data stewardship in applications such as Collibra Data Governance Center. He is also responsible for creation of metadata quality standards, enforcement of business rules through the use of workflows and coordination of personnel across the enterprise, and communication of metadata protocols.

He was formerly the Data Governance Competency Center Manager for Wells Fargo, working heavily in Data Stewardship and Metadata. He was also Global Head of Data Stewardship for AIG, where he was responsible for rolling out data stewardship as part of an overall Data Governance and Data Management effort. He has previously been a consultant for EMC, working on data quality, data governance and master data management engagements at client companies. He has also previously managed Data Governance at an insurance company and managed data quality at two large banks.  He has been working with data governance, data modeling, metadata and data quality for nearly 30 years. He is a popular speaker at DAMA chapters and conferences, and serves as a subject matter expert on many topics around metadata, data governance, business rules, and data quality. He also is the author of the book “Data Stewardship, an actionable guide to effective Data Management and Data Governance”.

Amber Sexton is the data governance program manager for the Washington State Health Care Authority. Her unit is responsible for developing guidance on the management of the Health Care Authority’s data assets across the data lifecycle. Due to the risk associated with data sharing, this has been the initial focus of the governance program which has developed a standard Data Request Process, a Data Request Tracking Tool, and facilitates the Data Utilization Committee. Amber joins the Health Care Authority after 10 years at Seattle Children’s, where she managed an international pregnancy and neonate biobank. In this role, Amber developed an innovative regulatory and consent structure ensuring compliance with Health and Human Services human subjects research regulations while allowing for broad access to these scarce specimen and data to biomedical researchers. Her and her team also developed standards for specimen and data collection which were utilized for harmonizing Gates Foundation funded maternal cohorts around the world. In this role, Amber has related publications and has presented her work at the International Society of Biological and Environmental Repositories conventions in Sydney and Berlin and the International Federation of Placenta Association meeting in Paris. Before joining Children’s, she coordinated research projects at Fred Hutchinson Cancer Research Center and the University of Washington.

Beginning with library and laboratory notebook administration, Jennifer ensured the accurate consolidation of seven disparate systems into one. Most recently at Seattle Genetics, Jennifer has been creating integrated, report-layer models for the Enterprise Data Warehouse, enabling grass-roots reference data management with SharePoint and SQL, and collaborating on the development of the Enterprise Data Governance initiative.
