Horizon Blue Cross Blue Shield of NJ – An Alternative Approach to Successful Data Governance

Most organizations launch formal data governance programs as part of their Master data management programs which makes sense given that when single source of truth for a customer or product is being created and managed as there needs to be agreed upon rules, owners and shared decision making body for shared success.

MDM initiatives are usually confined to certain domains customer, location, product etc. and hence sometimes data governance is usually confined to these areas / domains of the business thus limiting impact within the enterprise.

Secondly MDM initiatives can be plagued by organizational politics since consensus is needed for common rules / definitions / policies and also enforcement which can be quite challenging for the newly formed Data Governance body which is yet to establish its credibility within an enterprise.

Finally, MDM initiatives are typically strategic projects and once deployed in an enterprise the funding for data governance initiatives which is strategic in nature loses its funding and is at risk of being disbanded / stripped down to a bare minimum staff.

A better approach to a start a data governance initiative within an organization is to focus on data management initiatives like Reference Data Management and Metadata management.

At Horizon Blue Cross Blue Shield of New Jersey, though we have instituted data governance programs through the MDM implementation, we have observed greater success in our data stewardship and governance footprint through our reference data management initiative and similar success is expected in our metadata management and business glossary initiatives which are currently being vetted out. This presentation will outline this alternative approach while highlighting the inherent challenges with the more traditional approach of starting for starting data governance initiatives revolving around MDM.

Identify, Govern and Protect Personal Data

One of the greatest risks organizations face today relates to the security of personal data about their customers or employees (also known as personally identifiable information, or PII). Social Security numbers, email addresses and date of birth are just a few examples of PII. The explosion of big data – both in the amount and variety of sources, along with the rise of mobile, cloud and social networks – has played a role in making PII more vulnerable to unauthorized access. At the same time, personal data has become more valuable to criminals.

In less than two years, all organizations handling EU citizens’ personal data must comply with the new EU General Data Protection Regulation (GDPR). The deadline is May 2018, and noncompliance will cost up to US$22 million or 4 percent of annual global turnover! The impacts on how data is collected and processed are significant, and 700 days is very little time to overcome the complex challenges ahead. In this session, you will learn about what it means for you, what it will take to avoid those hefty fines and where to start.

Until the End of the Republic: A National Archives Case Study

The National Archives is charged with preserving historically significant records and artifacts of our government "until the end of the republic" and make them available to researchers and citizens alike.  This is a particularly challenging task, since federal records are often not kept in consistent formats by different agencies.  The problem of legacy digital mediums is one that nags NARA repeatedly.  There is no "aging off" of historically important information, which must be kept for decades, if not centuries.  And the name of the game is not monetizing data or efficient storage--would you want to digitize the Gettysburg address so you could finally throw away that old envelope it was written on?

In this presentation you will learn:

  • How the preservation of records fits into the data management lifecycle;
  • The laws and executive orders that govern the preservation of federal records;
  • What a records schedule is and how having your own can help you organize your own data; and
