The Wild Ride has Just Begun: Becoming a Chief Data Officer

In March, 2015 I became the first Chief Data Officer for the Chicago Transit Authority. I’ll share the story and lessons-learned during my transition from consulting into a CDO.

Perhaps not yet the hype-level of “big data” — but starting to get there — is the role of the Chief Data Officer. Many organizations are debating on what a CDO should be, and whether or not they need one. The answers will vary, but many of the attendees at DGIQ will be charged to help make those decisions for their companies.

Since I have been down the path of helping an organization create this position, and eventually being offered and filling the position myself, I can provide some insight on that process. I’ll highlight the items I felt were essential to putting the CDO in a position to be successful at the CTA, and which I think apply to most firms versus those being specific to my organization.

Session highlights include:

  • The key capabilities of a CDO and some unexpected places you may find good candidates
  • Where the CDO should sit in an organization, and why the CTA has structured it the way we have
  • The principal objectives of a CDO’s department, and how they differ from those of IT
  • Roughly 90 days into the job, what has gone well and what I wish we’d done differently
  • Interactive dialog and Q/A — rather than just talk about what I’ve done in my specific context, we will discuss and apply these lessons to your current situations

Establishing Information Asset Management at a Midsize Company

This presentation will demonstrate how a midsize insurance company started an Information Asset Management (IAM) program from scratch. While upper management at WRG supported the idea of Information Asset Management, there was no outside pressure to establish a program in order to meet data standards. Originally, management did not plan to make any investment besides hiring a data manager and allocating employee time.

In this session, Kevin Crog will share how he began putting the pieces of an IAM program into place. Initial efforts focused on developing definitions for critical business terms used ambiguously throughout the company. He will describe how they created a company-wide Data Usage Strategy Team and the lessons he learned about how to direct the team during early program development. Additionally, Kevin will discuss the practice of forming tactical working groups to quickly resolve issues.

The session will focus on how to:

Organizations have made investments in “small data” for years and many are achieving data governance, or at least understand the gap they need to fill. Reference Data Management (RDM) has been gaining ground steadily in recent years as a discipline of data management.  This presentation describes what Data Governance must do to be prepared for implementation of RDM.  The governance needs of both External Reference Data and Internal Reference Data are examined.  The centralized needs of External Reference Data are contrasted with the federated model needed for Internal Reference Data, and approaches are examined that can satisfy both.  The need for semantic governance of Reference Data, particularly to support areas such as data entry and analytics are described.  This is a frequently overlooked need of Reference Data Management, without which many different data quality problems can arise.   Also discussed is the extent to which a Data Governance organization can cede authority to a central Reference Data Management unit, and the overall governance framework for Reference Data.

Because we have demonstrated our ability to get things done, the leadership has expanded our scope from a single division within Commercial Airplanes to all of Commercial Airplanes.  How did we do it?

To do effective data governance, analysts should preview the amount of data their company is collecting and consider if it is all necessary information to run the business or just "nice to have".  Today companies are collecting a variety of data about individuals, combining it with location information, and using it to both personalize their own services and to sell to advertisers for behavioral marketing. Data brokers are tracking cell phone applications and insurance companies are installing devices to monitor driving habits.
